Partners

Thanks to the support from donors, key actors from civil society, government, private sector and research institutions have joined forces as project partners to combine their local, national and international expertise in various fields. This partnership will ensure the implementation of the project’s integrated approach which connects infrastructure interventions with community and institutional capacity building in order to effectively build resilience to urban flooding. A number of strategic partners are also involved in the project to combine activities and resources in the region and use synergies for the benefit of the Senegalese people.

Funding partner

UK aid is providing funding for partnerships to build resilience to climate extremes in selected countries in the Sahel, Sub-Saharan Africa and South Asia through their programme “Building resilience and adaptation to climate extremes and disasters” (BRACED). By focusing on building resilience, the BRACED programme strengthens the ability of individuals, communities and governments to manage the shocks and stresses caused by climate change. Resilient people can maintain or transform their living standards despite climate change, continuing to develop their well-being in the long term. Within this framework the project has received one of 21 project development grants and is currently developing the full project to be scaled up in 6 cities in Senegal.

MUSEKE Association promotes the sustainable development of cities of the Global South supporting and initiating projects which bridge the social urban divide, build on ecological technologies and renewable energies, strengthen participatory and democratic processes, and promote best practices and exchange between different stakeholders and decision-makers. The aim of the MUSEKE Association is to initiate and support projects that develop and improve the existing informal urban structures to boost the local economy and thereby significantly reduce structures of poverty and inequality by implementing sustainable innovative solutions.

Project partners

Mandu – architexture, urbanizm & consulting, a Zurich-based consultancy, promotes cutting-edge and sustainable urban development solutions in Africa. mandu|consulting (m|c) focuses on the improvement of, access to and quality of basic services in informal settlements. In collaboration with key stakeholders m|c offers integrated solutions to upgrade cities to better serve the needs of their population. m|c creates visions for complex urban projects, designs projects and develops innovative, tailor-made and sustainable solutions, with experience in Angola, Mozambique, Switzerland and Senegal. m|c provides the conceptual and technological oversight of the project.

Ministère du Renouveau Urbain, de l’Habitat et du Cadre de Vie (Ministry for Urban Renewal, Housing and Living Environment) is the ministry charged with the restructuring and requalification of the suburbs.
The directorate “Direction de l’Aménagement et de la Restructuration des Zones d’Inondation” (DARZI) is responsible for the development and management of flood zones in Senegal.
Within the partnership, the ministry will facilitate policy change on the national level and will strengthen the coordination between the key national actors: policy-makers, local authorities and communities in flood-afflicted areas.

Groupe Senghor is a dynamic Senegalese business focused on sustainable development, promoting the valorisation of waste through its transformation into, for example, construction material. The organisation has been actively involved in flood prevention for a number of years, directing water evacuation efforts in flood-afflicted urban communities and also has projects dedicated to preventing coastal erosion using construction waste. Groupe Senghor strongly emphasises local ownership, social mobilisation and communication with all stakeholders. With its strong professional experience with waste management and prevention and small businesses models at the grassroots level, Groupe Senghor will implement the project’s waste management component through the creation of local entrepreneurial women’s cooperatives.

BG Consulting Engineers is one of Switzerland’s leading international engineering companies whose 600 consulting engineers are engaged worldwide. With offices in Switzerland, France and Algeria, BG provides extensive services in the fields of infrastructure, the environment, construction and energy.
Drawing on its vast experience in water management and knowledge of the legal and economic mechanisms of the sector, BG will develop the project’s tailor-made infrastructure for sustainable water evacuation and harvesting.

EAWAG Aquatic Research is a world-leading aquatic research institute whose strengths and successes are based on an established portfolio of activities such as research, education, consulting and knowledge transfer. EAWAG’s natural and social scientists and engineers are engaged in a wide range of water research and consulting across the continuum from relatively unperturbed aquatic ecosystems to fully engineered wastewater management systems. EAWAG is committed to innovative, trans-disciplinary projects and has extensive experience with sanitation projects in Senegal.
EAWAG will provide the general strategy and modules for wastewater management. The institute will also contribute research on behavioural change for the project’s research component on building resilience.

REFDAF – Réseau des femmes pour le développement durable en Afrique (Women’s network for sustainable development) is a Senegalese network of grassroots women’s organisations with projects and partner organisations nation-wide. The NGO promotes women’s empowerment through education and training, helping women with marketing self-made products and constructing eco-friendly housing for women.
With its knowledge of community structures and processes in Senegal, REFDAF will provide the project with expertise in participatory processes and women’s empowerment. This will include the oversight, consulting and monitoring of training as well as ensuring the gender mainstreaming of all project components.

Strategic partners

University of Bonn is considered one of the world’s leading research universities. The Institute of Geography conducts in-depth research in climatology, water resource management, urban geography and development geography.
With comprehensive expertise in research on resilience and vulnerability in social-ecological systems, the University Bonn will carry out resilience assessments, including the development, design, evaluation and supervision of resilience research as well as the publication of results.

Swiss Tropical and Public Health Institute (Swiss TPH), is a world-renowned institution for teaching, research and services in the field of International Health Development. The aim of the institute is to facilitate and contribute to health development worldwide through partnerships with a strong focus on low and middle-income countries.
With its multi- and cross-disciplinary research expertise in the fields of ecosystem services, climate and health, and in the practical transfer of technical expertise, Swiss TPH will be responsible for the project’s health impact assessments , including the collection and dissemination of impact level data.

Communities in the flood-afflicted areas in Senegal already demonstrate a high level of community action and self-organisation in response to flooding, driven by the will to transform and improve their current situation. Community participation is a constitutive element of the project; community members have been directly involved in the project from the design stage and will continue to actively participate in project implementation, ensuring project sustainability through community ownership.

Agence de Développement Municipal (ADM), an agency established by the Government of the Republic of Senegal and its development partners, is one of the main actors in the sector of primary storm water evacuation. ADM supports the process of decentralization and the management of municipal development. This includes the mobilization of funds for the implementation of investment programmes, support for administrations directly involved in local development as well as communication with local governing bodies and beneficiaries.
The project is working closely with ADM to ensure that project infrastructure complements existing and planned infrastructure. ADM is also providing topographic, hydrological and other data to the project, where this is available.

The agency is moreover one of the biggest players in the field of primary storm water infrastructure in the most densely populated urban zones of Senegal.
The project is collaborating with APIX to link up with its work on constructing primary drainage infrastructure in Pikine, and with other businesses and industries that are relevant in the field of integrated flood prevention.

Direction de la Protection Civile (DPC), working under the Interior Ministry, is an agency which manages the civil emergency response and oversees the National Association of Firefighters. It is responsible for ensuring the protection of people and the preservation of facilities, resources as well as public and private property.
The project works closely with DPC to cooperate with the agency in the development and implementation of the community flood contingency plans and. As main actor in the field of Flood Risk, DPC provides the project with large and practical experience and moreover with a link to the Ministry of Interior.
